I got my passport renewed via mail recently and here is the procedure which
might be helpful to your application.
You need:
1. Passport expiring within 6 months. But I don't think there would be any
problem if you mail it in 7-8 months in advance.
2. An application form to renew your passport. No photo is required.
3. Original I-94 and a copy of it.
4. A copy of your passport information (the first page).
5. A copy of I-20.
