I am using OPT-STEM 17-months,never applied H1 before, I am in U.S. now, but
this seems prepared for
people who are out of US. so what should I fill in?
所以大家这个领馆应该选哪个领馆对我们是最有好处呢？

如果受益人在国内，填北京美国大使馆地址，以及受益人的中国地址。
如果受益人在境内，可填一个美国在加／墨的领馆地址，以避免长途跋涉之劳。参见出
境＂激活＂签证。
此问和 Part 2 之 5 是迥异的。
对于在境内申请 H-1，移民局批准是包括两部分，一是 H-1 申请本身，二是对应的
COS/EOS. 如果只批准了＂一＂的部分，受益人就需要 POE 来激合＂二＂。这里指的就
