先介绍一下背景：建筑学专业，有一个X州的注册执照，但现在申请工作的Y州的执照还
没有申请下来（一言难尽跟政府部门打交道的难处啊。。。）在递交H1B申请的时候把X
州的执照复印件附上了。
问题就出在工作所在州的执照上，H1B RFE中要求提供工作所在州的执照。原话是这样
的：
Licensure: The proffered position appears to be based on an occupation that
may require a license for an individual to fully perform the duties of the
occupation. Submit the license or evidence from the appropriate licensing
authority that the beneficiary may perform the duties of the position with
no license.....
Please submit a copy of the beneficiary's license to practice the occupation
of architect in New York. If law or regulations prohibit making a copy. the
original must be submitted.
请问在RFE的DEADLINE之前还没有把工作所在州的执照拿下来的话应该怎么来回复这条
RFE呢？

evidence.
建议找单位或者其他本州资深本专业人士写信，说明你专业能力突出，能力远超资格认
证的要求，执照一定能批的下来等等。 | O******e

in order to get the H-1B to work in state Y,
contact the license governing agency in state Y to
find out whether one of the following is allowed:
(1) you work in Y using the license from X (i.e.,
they recognize the X license as equivalent),
(2) you work in Y under direct supervision of
someone who holds a Y license while you hold an
X license,
(3) you exchange your X license for a Y license
if there is a reciprocity or comity licensure
agreement between states X and Y.
(4) you apply for a temporary Y license based on
your X license, and then allowed to work for a
period of time during which you must qualify for
the regular license,
(5) you apply for a temporary Y license based on
your X license, but you are required to work
under supervision of a regular Y license holder.
If one or more of these is possible, submit a
copy of the actual state regulations or statutes
that specifically allow it to USCIS.

发帖数: 204 | 4 非常感谢Obstacle的解释，我看了一下你列出的这些条，估计能够适用的就是（2）
work under direct supervision of someone who holds a Y license. 这一条在我第
一次申请H1B的时候pettition letter里面用到过（那时候还没有拿到任何州的执照）
，很顺利的没有RFE就过了
我的疑问是：如果RFE里说到需要提供Y州的执照，在回复RFE的时候说我将会work
under direct supervision of ZZ who holds a Y license while I hold an X
license. 这样回复够不够？ 因为RFE只有一次机会，所以想能比较稳妥一些
我知道如果我这样回复的话，需要提供我的supervisor的 Y州执照复印件，除此以外我
还有别的必须也要提供的吗？
