Rafael López‐Pintor is one of the most respected and well‐known names in
the field of electoral analysis and technical assistance. He has led
projects in more than 30 countries during his 20‐year career. He was the
main researcher and writer of a UNDP‐commissioned policy book on electoral
management bodies, co‐authored a second UNDP book on the cost of elections,
and has authored 10 books and many articles on democracy development. He is
a tenured professor at Universidad Autónoma in Madrid. |

国，选民投诉率（signed affidavit)超过新成立民主国家，那么就是一条红线了，我
个人观点，缺乏佐证。 |

国不惯于遵循国际条框。但是自己缺少，也可以套用。
