China’s Xi Takes On Role as Guardian of Globalization
DA NANG, Vietnam—China’s President Xi Jinping called for a more inclusive
global economy to gird for technological change, burnishing Beijing’s claim
to free-trade leadership in his first address to a major multilateral forum
since consolidating executive power at home last month.
Speaking at the Asia-Pacific Economic Cooperation’s CEO Summit, a forum of
business leaders from 21 economies, Mr. Xi laid out a message that differed
starkly from the “America First” approach that U.S. President Donald Trump
offered moments earlier at the same forum.
“Should we steer economic globalization or dither and stall in the face of
challenges?” Mr. Xi said. “Here’s my answer: We must advance with the
trend of the times and live up to our responsibility.”

Trump Declares New World-Trade Order
DA NANG, Vietnam—President Donald Trump delivered a full-throated assertion
of economic nationalism, telling a Pacific Rim summit Friday that the U.S.
would defend its commercial rights and wouldn’t enter into multilateral
trade agreements that “tie our hands.”
Mr. Trump, addressing business leaders at the 21-country Asia-Pacific
Economic Cooperation forum, said the U.S. has been treated unfairly by the
global trading system and by bodies that underpin its rules, such as the
World Trade Organization.
“We are not going to let the United States be taken advantage of any more,
