马桶明显是在说FBI。说we是因为FBI是他政府一部分。他肯定考虑过是否逼Comey辞职
或解职，不过那样太震撼，可能导致各种leak不可收拾。这样当众批评切割，是现在他
最大努力了。

要词汇，当然另一方面他也呼吁大家不要信谣，但重点是数落FBI制造谣言。
