H-4 visa holders are not eligible to get a Social Security Number and cannot
be employed, but can hold a driver's license, open bank account(s) and get
ITIN for IRS Tax purpose.
Indeed, someone DOES preventing others from working. lol.....

No, "being employed" is different - much narrower - than "working".
It (basically) means "get paid for working".
An H4 holder can work, such as starting their own business,
volunteering, or working for a Chinese company on the
Internet and get paid in RMB through an account in China.
What the immigration law prevents is just that no companies
operating in the _US_ can hire an H4 holder. (That's why
a few years back when H1's were so hard to come by, some
people got a couple of cruise
