summer.
I guess that is the reason we do not have basement for almost all houses.

一般情况下，在地势起伏不平的地方和东北部寒冷的地方会考虑设计地下室。
地势起伏不平的地方的设计考虑到房屋的找平问题
东北部寒冷的地方的地下室的设计是考虑到房屋的保温。一般冬天东北部寒冷地区表面
土壤都会有1到2米的冻土（超过2米基本上就是永久冻土），地下室对房子起到保温的
作用
休斯顿不存在以上2种情况，加上地下室的造价比较高,与其往下挖，还不如往上盖

The soils in Texas are expansive and create problems not found in the
northern states where basements are a common item.
You can build basements in Texas if you follow a good plan of action. But
building basements in TX costs more than building one up north.

价钱。
