两回事，那指的是用中国驾照办国际照无效。
我理解，在美国，交规是州法的范畴。
不过，德州是不承认中国驾照的。
我记得，加州是肯定承认的。

Generally, a person 18 to 75 years of age with a valid
out-of-country driver license in their possession may drive a private,
non-commercial motor vehicle in the State of Texas for up to one year
from date of entry into the United States, if their home country has
reciprocity with the U.S.
New residents from out-of-country must visit a Texas Driver License
office and present and do the following:
Proof of Identity.
Proof of Social Security Number. (If you do not have a Social Security
Number, you will need to complete a Social Security Affidavit (DL-13)
form.)
Proof of Texas vehicle registration and liability insurance, if you own
a vehicle.
Complete required forms available at any Texas Driver License office.
Pay the required fee.
Pass the written, driving and vision examinations.
Application must include photograph and thumbprints; however,
thumbprints are not included on the driver license.
Applicant must provide vehicle.
The following web site will give you the information on what DPS will
accept for proof identity.

PRC driver license is not sufficient”。
而且B2根据下面这个也不能再德州办驾照：

租车公司目的是赚钱。是不是无照驾驶他们不care。
