parents' name (it is currently under my name). My question is my parents
are in China. To get an notarized letter under their names, do they have to
sign in front of US notary? Any other way to get around this problem? Thanks

Otherwise, just mail the passport to IRS.

I do not have passport, just copy.
How should I notarize the photocopy of the passport. Here is what I did:
I just attached the letter saying that I, xxx (My name) being first duly
sworn and under penalty of perjury, declare the attached passport copy is
true and accurate of
the original.
Should i do something different?

你自己的declare没用，人家还是要看原件，人家不信这个declare。
举个例子：我declare我是美国总统，要求立即从阿富汗撤军，人家要看我的证明，因
为人家不信这个declare。

发帖数: 8 | 7 Yes, you are correct. The bank says they can notarize the signature, but it
has to be my parents' signature. I decided to mail the original passport.
