pokerstars (plus former fulltilt poker) has the most mature software and
reputation around the world, but they'll face an uphill battle for their
illegal operation in the U.S. between 2006 (UIGEA) and 2010. for example, NV
's bill has banned any company who did such business for 5 years.
for pokerstars, they still have unfinished lawsuit with DOJ and need to pay
back all bad debts of fulltilt. no state will easily grant them a license
until this is over.
other small players like cake, carbon, etc. have a very small user base, and
they did exactly the same "evil" too.
znga has a strong partnership with bwin.party, which used to be the #1
player in the U.S. before they exit in 2006 and paid DOJ the $300M fine. now
it's a perfect time for them to come back.
znga has a big user base and strong mobile/social reach. if this online
gaming industry is legalized, it's all about who can reach to the most
players in the shortest time. znga is a perfect carrier today.
this will become more or less a "protected" area in the short term (3 years
or so), where state regulations can actually favor some operators by
blocking others.
