5:47 p.m. | Updated The Senate Banking Committee voted 13 to 10 late Monday
afternoon to send a proposed overhaul of the nation’s financial system to
the full Senate, a quick vote that reflects a change in strategy by
Republicans opposed to the measure, The New York Times’s Sewell Chan

over the bill. In anticipation of that fight, Treasury Secretary Timothy F.
Geithner argued in a speech on Monday that the regulatory overhaul was
essential to preserve America’s standing in the world economy.

agenda, to define new high standards for all financial companies, and to
