Without going into lengthy speech, here are my 2-cents’ worth on the recent
SMRT bus captain strike:
1. It is not a secret that job agents would collect the “agent fees”
upfront from the foreign workers which may usually go as high as $4k-$5k,
chargeable to a 2-year job contract for instance. This amount is equivalent
to a typical foreign worker’s 1 year savings in Singapore. This is a major
cause of the grievances of most of the foreign workers including the SMRT
foreign bus captains. It is surprising that for so many years, the
government has been negligent on this issue. This issue is easy to tackle,
which bears no resemblance to the other more complicated social economic
problems that relate to the strike. The massive overseas recruitment for
SMRT may recruit up to hundreds of bus captains in one go and mathematically
it is a lucrative business for the agent(s). I suggest that SMRT should do
the massive overseas recruitment itself in order to cut the “agent fees”
and to have a better communication with the foreign job seekers upfront on
the job condition and job expectation. I urge the government take it
seriously and carry out actions soon;
2. Various evidences show that, the management of SMRT, have consistently
over the time been neglecting (unintentionally or intentionally) the voices
from the bottom, and there should be serious corporate disciplinary actions
by SMRT against these who are responsible;
3. Though Singapore has been enjoying decades of prosperity and stability
under the current regime of social-economic relationship between the
employer and employee, progressively, the Singapore government should
revisit its policies on the labor relations, especially, on the issues that
focus on low-wage workers (local or foreign). The current practice is not
going to be sustainable in the long run - for instance, the current
remuneration package might be no longer attractive within the next decade to
the job seekers in the neighboring countries which are also enjoying a
strong economic and social growth;
4. Though the strike is illegal, it can also not be denied that if taking
out the illegal aspects, in a subtle way it conveys us some fresh and
different mindset that might leads to serious in-depth thinking that would
benefit our society in the long term.
