，可是即使按种族划分有那么细吗？都是选asian吧，所以当时主持人反应快的话应该

qualifications.
but he understands how to uses "sound bites" to attract voters.

latinos/black kids still can not compete with the top 5% of asians kids.
Then he took a leap and just claimed that 209 does not allow UC systems to
go after them.
But the fact is that latinos admission has actually increased since
1996. So it is more like the top 2% of latinos has caught up with and are as
competitive as top 5% asian. Even though he claimed he does not advocate a
