The report states that since 1991 ---When violent crime hit an all time high
in this country, the nations violent crime rate has dropped 40% to a 35
year low, and that the murder rate has dropped 45% to a 43 year low.
And what does the FBI credit with reducing the crime rates ?, They suggest
