Generally it's easy. Just provide your bank statement and bank
certificate (which prove they will come back to US!). Also ask
them to bring the round -trip air tickets (US-China), if any,
with them, which will also help.
Check your parents' visa, look up the item of "entry". Generally it
should be "M", which means multiple entry, with which you can
enter US any times so long as the B2 visa is valid. So I think
it doesn't matter whether they stay Canada 3 weeks or more than 1 month.
