every grouper focus on one topic, for example, history, english,modern,...then
one special grouper publish book list. one or two person will be administor
for all the groupers. For every grouper, we should have a comittee,e.g., 10
users who have interests in that topic and are able to online frequently. They
together serve as a server for that topic. Then leave all other account as
public accounts.

IMHO, the best way is a sever with a forum and a ftp.
we can download books from ftp, and discuss the reading at the forum.

我提过，觉得你可以再建2个group，让每个group有5个左右的公开帐户。第2，3个group
最好用general ID的email建立，这样以后可以传给后续管理员。以免老要背负责任。
大家不要重复加入不同group。

they want to join the group, along with their own PGP public keys.
Just sign the files with PGP keys of all the people want to join, and move the
result file to a ftp with anonymouse access. You can rename the files so that
no one else would guess from the filename what it is. Of course you can
distribute the mapping between file names and real content as another file in
the same way.

Such as bt or emule. There are also other free resources you can use, such as

concern, such that you can distribute your content with confidence.
