Since it needs time to know a person, employers prefer to promote or hire
insiders. A temporary employee or contract worker, or volunteer who has been
working in the organization will have higher chance to be considered.

Employers ask co-workers and employees, past or present, where those
colleagues work, etc. They prefer to hire someone they know.
