现在是学术界的postdoc，打算最近换工作，还是在学术界h1b， 这种情况可以直接拿
到 h1b transfer 的 receipt 去新的单位上班吗？不然就要等 是你的h1b approve才
行，就得等好久了。
看到有人说公司可以 transfer receipt 上班，不知道这个在学术界是不是一样，
Trump 新政4月3日后又会怎么呢？可以请知道情况的人说下吗？谢谢！！ | f*******t

Long answer:
1. ALL H1b petitions follow virtually the same process. Doesn't matter if it
's "academic" H1b. The only difference is that higher-education sponsored
H1b are cap exempt. You still follow the same petition process.
2. Given that you are a current H1b beneficiary, in the case of changing
employer, your new employer files for a new h1b petition on your behalf. You
can start working as soon as you receive the I797C receipt notice from
USCIS. However, there is a 240-day rule (you can work up to 240 days using
receipt prior to approval) and you may be subject to this rule--you should
check with your university international center or a lawyer. | n*****2

结论是：法律上拿到 transfer 的 receipt 开始工作完全合法（操作起来可能要注意
申请文件上的起始时间、前一份h1b 工作还在等等），但是具体到各个（学校和科研）
单位可能会要求 approval 之后才可以上班，为了他们自己的利益（比如，万一
transfer 不批准的话，他们不是还得重新招人等各种麻烦）。
