是随时批准吗 ？ 还是要等到明年 四月一日， 抽签 ？

Non-profit H1b is available almost anytime you want.

A university postdoc position is a good fit for Non-profit H1b ?

that they are willing to sponsor H1b for you, sometimes they only want
to do J1. Plus, it also takes a few months for the application process,
although there is no quota limit. So start as soon as possible.
