important roles in any society, any time. So as I mentioned in a previous
post, if informal rules are the answer then we have to ask what specific
informal rules sustains decentraliation in China now, but not in many other
places and at other times.
Actually I don't think informal rules are sufficient answers. There got to be
some kind of balance of power, without which the more powerful group will
