Tremendous change in the structure and operations of the equity markets
has occurred in the three and a half decades following the Securities
Acts Amendments of 1975, and the transition has been made from manual,
human intermediated trading to predominantly electronic trading.
Remarkably, however, many of the issues that have long been debated have
hardly changed at all – these include transparency, competition (the
consolidation/fragmentation issue), and fairness. By many measures,
commissions, spreads and market impact costs have been reduced in recent
years, but does this mean that market quality has in fact improved? This
key question will be addressed from the differing perspectives of
buyside and sellside participants and regulators.
