Today I just received my access code card from TreasuryDirect and placed an
order of $5000 I saving Bond on the TreasuryDirect website.
The system says the purchase date will be Oct. 31 and the Bond issue date
usually is within 1 business day.
I wonder whether I can catch-up the month end deadline of I saving bond? (
which means I can earn the whole October interest.)

if so, you are OK. but next time do not cut too close. always leave a
comfortable margin if you can.
