Mr. Trump said Mr. Kim was prepared to dismantle the North’s Yongbyon
nuclear complex, the site of a reactor and plutonium-reprocessing plant, if
the U.S. would agree to ease sanctions. But Washington wanted any deal to
include other parts of the North’s nuclear program, Mr. Trump said,

“Basically, they wanted the sanctions lifted in their entirety and we
couldn’t do that,” Mr. Trump said. “I just felt it wasn’t good enough,”
he said of the Yongbyon offer. “We had to have more.”
North Korea contradicted Mr. Trump’s account of events, saying that
Pyongyang had made reasonable proposals for partial sanctions relief that
the U.S. rejected.
At a hastily assembled midnight news conference, Foreign Minister Ri Yong Ho
said that North Korea hadn’t sought the removal of all sanctions in return
for the dismantling of its main nuclear facility at Yongbyon, as Mr. Trump
had told reporters Thursday.
“We offered a realistic proposal in this meeting,” Mr. Ri said through an
interpreter. He said Pyongyang had offered to “permanently and completely
dismantle all the nuclear material production facilities in the Yongbyon
area, including plutonium and uranium in the presence of U.S. experts” if
the U.S. were to lift sanctions targeting civilians.
Mr. Ri said that the North’s proposal “was the biggest denuclearization
measure we could take at the present stage in relation to the current level
of confidence between the DPRK and the United States,” using the
abbreviation for North Korea’s official name.
