I don't think there is any law banning family members buying company shares.
However, if large amounts of company shares are given to the someone for
free as a gift, that is equal to bribery.
If they are sold at a lower price, that is legal if the company is not
publically traded. Otherwise, it is like insider trading.
Also, you need to define "family". In US, I think only your spouse and
children are considered direct family and are subject to regulations. Your
siblings, parents, cousins, etc., are not.

China is more corrupt than US for sure, but US officials have its own
developed ways of corruption, legal or illegal or grey.
China has much much less resources per capita than US, not enough water, not
enough coastline, not enough arable land etc. When you are poor, you try
harder, that is like why Chen Shui Bian cares more about money than Ma Ying
