Abuja — Indian government has gone into talks with Nigeria on the
possibility of having a stake in Brass Liquefied Natural Gas (LNG) project,
being constructed in Bayelsa State, as part of Federal Government's moves to
secure gas supplies for the nation's energy needs.
Indian's Oil Minister, Murli Deora, who discussed this with the Special
Adviser to the President on Energy, Emmanuel Egbogah, in India yesterday,
urged Nigeria to consider the possibility of India's gas utility, GAIL India
, and Petronet LNG Ltd, to partner the country on the $8 billion Brass LNG
project.
"We expressed interest in sourcing LNG, on long term contract, from Nigeria
and discussed possibility of GAIL and Petronet joining in a LNG project,"
Oil Secretary, S. Sundareshan told journalists at the Petrotech 2010 oil and
gas conference in New Delhi.
He added that his country was also looking to take an additional three to
four million tons of crude from Nigeria, in addition to the approximate 13
million tons that it currently source from Nigeria.
The Indian minister further used the opportunity to discuss the future of
Indian's Oil and Natural Gas Corp's (ONGC), operations in Nigeria.
He also touched on the promise of ONGC Mittal Energy, to invest $6 billion
in building either a 180,000 barrel per day refinery, a 2,000 Mw power plant
, or a railway line connecting eastern and western Nigeria in return for two
deep sea exploration blocks.
Responding, Egbogah who said Nigeria would consider India's request, urged
the Indian government to send a letter to formalise the requests to enable
both governments work out a possible agreement.
"GAIL has submitted the bid as a part of a consortium, we had received 44
bids, of which 16 were shortlisted. They are to submit the technical and
commercial bids, the project will include setting up a central processing
station and pipeline infrastructure, among other things" Egbogah told
journalists.
