There are gaps around the cases behind the filter. When the blower sucks air
in, some air by-passes the filter, reaching the evaporator with the dusts
carried by the by-passing air. It took 15 years to form that thick. The
former residents kept complaining the high temperature in the house with non
-stopping A/C and they just kept ask those cheaters to add more R-22. It
just wasted the money and did not resolve the problem.

evaporator, no offense,
clogged evaporator should also have a freezing but slow air output.
