一部分是属于lender的，一部分是属于owner的。
你作为owner，有权力选择买还是不买owner那部分的title insurance。
但如果你是有贷款的，lender那部分的title insurance必须买，区别只是在于有的州
规定buyer买，有的州规定seller买。但总之，得买，没商量。

说前房主欠人钱把这个房子的一部分抵押了，你如果没有title insurance, 你不得替
人还钱。

律师确实是会在你买房过程中查title的。
但是
1）任何欠款的汇报，都有个时间上的滞后，是无意的。
2）有意的瞒报、晚报。

该会有律师查，所以你买不买都没啥关系。

流程是，公司会安排业务员去政府查看拿title，其实，你自己也可以的。
然后律师负责过户时阅读文件宣读双方责任并解释条文如果有问题的话，见证双方签字
，买卖生效。
