it means that investors can not submit offer during the first 15 day which
is part of the policy from Fannie to allow those who will live in the
property to offer first. better to find your own agent to help you. REO
agents are very busy and don't have time to work for/with buyers. most
likely they will assign someone in their office to work for you.
