最近发现美国某些企业EE职位招聘有如下信息：
Role Summary
As a Senior Embedded Software Developer, you will be responsible for
architecting, development, and execution of real-time Embedded systems for
Commercial Aerospace, Fossil and Wind Power Generation, Homeland Security,
and Defense applications as part of a project team. You will work with
company Business units and Government Agencies to propose, lead, and execute
research programs.
Qualifications/Requirements

Due to the nature of the duties of this position, this role requires the
individual to obtain and maintain US Government Security Clearance;
prerequisite for a security clearance is U.S. citizenship.

Additional Eligibility Qualifications:GE will only employ those who are
legally authorized to work in the United States for this opening. Any offer
of employment is conditioned upon the successful completion of a drug screen
(as applicable). This role is restricted to U.S. persons (i.e., U.S.
citizens, permanent residents, and other protected individuals under the
Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to
export-controlled technology.
想请教下各位大神两个问题：
（1）citizenship 包不包含绿卡拥有者，还是必须美国公民？
（2）US Government Security Clearance 到底是个什么概念，由中国留学生背景的合
