申请的H1B收到了RFE，其中有一条不知道该如何回复，特咨询过来人：
先介绍一下背景：建筑学专业，有一个X州的注册执照，但现在申请工作的Y州的执照还
没有申请下来（一言难尽跟政府部门打交道的难处啊。。。）在递交H1B申请的时候把X
州的执照复印件附上了。
问题就出在工作所在州的执照上，H1B RFE中要求提供工作所在州的执照。原话是这样
的：
Licensure: The proffered position appears to be based on an occupation that
may require a license for an individual to fully perform the duties of the
occupation. Submit the license or evidence from the appropriate licensing
authority that the beneficiary may perform the duties of the position with
no license.....
Please submit a copy of the beneficiary's license to practice the occupation
of architect in New York. If law or regulations prohibit making a copy. the
original must be submitted.
请问在RFE的DEADLINE之前还没有把工作所在州的执照拿下来的话应该怎么来回复这条
RFE呢？

从纽约州管注册的机构网站看到有如下法律条文规定关于建筑师的执照：§ 7306.
Exempt persons.
This article shall not be construed to affect or prevent:
b.Employees of those lawfully practicing as architects under the
provisions of this article from acting under the instruction, control or
supervision of their employers;
从这条上是不是就说我可以在一个有纽约州执照的建筑师supervise下从事工作呢？这
条规定再配上我其他州的执照能不能足够支撑RFE需要的呢？
