A Times of India article notes that nearly half of the people approved for H
-IB work visas over the past decade have been Indian nationals. The article
cited a recently released U.S. Government Accountability Office report,
which also noted that at least six of the top 85 H-1B-hiring employers in
fiscal year 2009 have headquarters or operations located in India. Three of
these employers, said the report, were among the top five H-1B-hiring
companies, receiving 8,431 approvals out of the roughly 60 000 available

在印度上班不用H1B吧.
难道这些 HEADQUATER就是人事部门,专门从事从印度招人,给他们搞H1B,然后送到美国
