应该是for H1B and PERM的，为啥有人不用这个PWD就file了transfer?

2009, effective January 1, 2010, Prevailing Wage Determination (PWD) reques
ts for H-1B and Permanent Labor Certification (PERM) program will no longer
be processed by the State Workforce Agencies (SWAs).
Requestors must submit PWD requests using the Application for Prevailing Wag
