contribution to traditional IRA can always take a full tax deduction (up to
the contribution limit 5,500).
If you are married are your spouse is covered by 401(k), your household AGI
phaseout range for IRA tax deduction is 178,000 to 188,000. If your joint
AGI does exceed the 188,000 limit, I don't think you have any alternative
from your side but to pay the tax for any IRA contribution. However, in this
case, your spouse should try to maximize her/his 401(k) contribution.
(On the other hand, if you were covered by 401(k), you could still
contribute to IRA but the phaseout range would be much lower: 59,000-69,000
for single, 95,000-115,000 for married)
