The minimum requirements for a tele-education web service are:
1. User registration and access (students and tutors)
2. Video conference (reliability is critical)
3. On-line credit card payment
I assume some tele-conference applications (such as WebEx) can be embedded
or customized. The best is to customize an existing software suit.
