Answer: No, you do not need anything, just a case pending for a long time.
You do not need any of those useless inquiries (congress letter, FOIA
inquiries, etc.) The whole idea of filing a lawsuit is to create pain for the
USCIS, so that they will take care of your case first to make you go away.
Generally, this is the most effective way of dealing with beaurocracy.
