If you could get your birth record from local office (police station), then
it makes sense that you should also be able to obtain a notarial certificate
from the notary public, doesn't it?
If you exhausted ALL the options but there's still no notarial certificate
available and you have supporting documents to demonstrate the
unavailability or non-existence of your birth record or birth certificate,
you may want to consider obtaining Affidavit of Birth from your parents or
elder family members who have knowledge of your date/place of birth and your
parentage information. Affidavit of Birth sometimes serves as document in
lieu of birth certificate.
