1) a Petitioner who is filing or has filed a petition eligible for premium
processing;
3) an applicant who is filing or has filed a application eligible for
premium processing
我算是Petitioner 还是 Applicant啊？查了一下好像只有老美才能是petitioner，那
我上次填I-140时，好像选了Petitioner，这次如果选applicant会不会不对应啊。。
