读了几遍，感觉这句话说的应该是Otherwise以后的情况，就是petitioner和
beneficiary不是同一个人。Eb-1a应该是Otherwise以前的那种情况吧（self-petition
）？

只有petitioner可以file I-907,如果你是self-petition（你自己file 140），你既是
petitioner，又是beneficiary,你就可以file I-907.

律师给我先file的NIW I-140。翻出来看了一下，那个表上Part 5. Additional
Information About the Petitioner, 1b一项律师给我填的是Self。另两项1a
Employer， 1c Other律师都没有选。
Part 8. Signature of Petitioner律师要的也是我的签名。
Part 9. Signature of Person Preparing This Petition, If Other Than the
Petitioner填的才是律师她自己的信息。
虽然这个只是NIW的表，不过律师只是Preparer，我自己是Petitioner，这个应该跟NIW
/Eb-1a没什么关系吧？
