算资金的部门照常运作。
由于美国移民局主要靠收取申请费来运作，所以移民局会照常处理大家的移民或非移民
申请。类似的例子还有美国邮政局，它是靠收取邮资来维持的，因此也不受影响。
不过，美国的劳工部暂停运作，因此会影响到那些进行PERM申请的外籍人士。美国的国
务院会继续发放护照等运作，但能持续多久要看经费是否足够。
