本来很多IO就觉得review是常规工作，不算judge了，如果还是无影响因子的，可能就
更难搞了。

一般1B，就不用review好了。claim三点，还不如claim两点呢。claim三点，搞不好，
还被IO当成1A来审，就亏大了。

5%的杂志审稿呗。也不知道有没有用。

不过，NSC好多IO本来就认为review是常规工作，要是再审垃圾杂志，可能更麻烦。

我的感觉是，不能以无影响因子的为主，作为点缀增加数量是没有问题的

19 和 22 差不了多少。而且，在等一个月绝对可以涨到25.

但，问题是，需不需要点缀。好多review9次，10几次的，都无RFE过了。
主要是针对review 而RFE本来就不多。既然垃圾review会带来RFE，而从没听说review
次数少了几次而带来 RFE，为啥还要加垃圾杂志review呢？
