My questions come from the post: http://www.mitbbs.com/article_t1/Immigration/32685835_0_2.html and some kind replies actually confused me. So I want to ask publicly for opinions.
1. May I ask what new evidence can be used when RFED?
It appears to me now that newer stronger reference letter definitely works.
2. Will any new Citations to old papers published before I-140 submission or
RFE date, but shown in database after RFE or the date that I-140 is
submitted is useful or not?
3. How about new articles published after I-140 submission or RFE date ?
4. How about new reviews?
In addition, is it I-140 submission or RFE date since it can be a long time
difference.

I am not sure if I am right, but from what I learned here,
(1) new evidence after RFE are not counted, or not MUCH counted.
(2) the new Reference letter for RFE has to be even more supportive than
your original submission. This directly leads to the approval decision.
(3) I did not have any letter from China, But I believe it matters more "
what is written in the letter" compared to "who writes the letter." I

以前看有人用了，也有人说，他用了回复 RFE，结果被deny了说提交后的证据不算。 | L***L

那RD的证据只有推荐信和老文章（140 Reference date 前）的新引用。
140 submit 和140 Reference date 之间的任何材料，新paper和review都不行。
