1。律师不愿意费事，处理RFE需要额外的精力。
2。学校或者公司不愿意支付PP的费用。
我的律师说过去的33案例(EB1B)里面，凡是pp的90%被RFE.
凡是没有pp的基本上都通过了。

PP may increase the RFE rate a bit, mostly due to constrained time, as some
IOs may file RFE using templates without really reading through the
documents. The Chinese lawyers advertised on mitbbs used to complain to
USCIS about it and I don't know whether that had made a difference.
However, PP may not increase the merit based RFE much. Also, RFE depends a
lot on the IO's personal standard.
Some people may add PP later on, and here's a series of good posts from
genegun on whether a PP should be added later on:
