但是投的是special issue的约稿，倒是符合这个special issue的主题。

contributing authors to submit to the special issue. It is not an easy job
for them to find contributors, as well as finding reviewers to review the
manuscript. Most of them know each other in a remote connection.
If you are out of the circle, then do whatever you gonna do and leave the
decision to the editor, but try to be professional on being a judge. If you
are in the circle then I guess you know what to do. | g********0
