as revising the reference letters, etc? Then when you send the drafts, you
could ask him how long he needs to revise them.
Also, read your contract with him. Can you take the first half of the
payment back, minus the time he worked for you using some hourly rate? Then
you could have an option if he really does not meet your expectations. Or
else, losing some money might be better than losing your petition later on.
But of course, I don't think that it may come to that. Hopefully it's just
communication issue.
