在县级的公证处办了出生公证，被问需不需要公证处的资格认证。打电话问上一级公证
处，被告知有的国家需要，有的不需要。
县级公证处的资格有没有问题？要不要公证处的资格认证？

on birth certificate and I got thousands of returns. Didn't find it on the
first several pages.
