if ..you think it could be gone, re-tee as provisional one
if .. you saw it gone into RED STICK region, you don't have to re-tee it,
you have an option to drop off one ball,
plus one stroke penality
if.. the ball is gone into WHITE STICK defined region, you got no choice but
re-tee one, plus penality

first tee shot,
he actually does't have to re-tee it.
