comply with a steady red signal，罚款$158, 不会涨点。说我是违反了Florida
statutes 316.0083, 316.074(1), 316.075(1)(c)(1).
去网上看了他们拍的照片和录像，发现我是在1号公路上右拐Palm Dr的时候被拍的。我
在最右边那条只能右拐的lane，打着右拐的闪灯，看到红灯后就开的很慢，图片上显示
是10mph，然后就拐到Palm Dr上了，没有做complete stop。我猜想警察给ticket就是
因为我没有complete stop然后右拐。
我读了一下这个Florida Statues 316：

A notice of violation and a traffic citation may not be issued for failure
to stop at a red light if the driver is making a right-hand turn in a

after crossing the stop line and before turning right if permissible at a
red light, but failed to stop before crossing over the stop line or other
point at which a stop is required. This paragraph does not prohibit a review
of information from a traffic infraction detector by an authorized employee
or agent of the department, a county, or a municipality before issuance of

第一句我的理解是如果开的很慢，不做full stop也可以右拐。

请问一下这种情况，我应该怎么办？我不住Florida， 肯定不能去上庭。想submit
affidavit来argue， 但是我又不符合affidavit的原因（紧急情况，警察指挥，不是本
人开车）。请问我是不是寄回去affidavit，写封信说我虽然没有full stop，
但是careful and prudent，这样是不是能减少罚款？还是这样没有什么用，
我直接交$158罚款就得了？
