Shortly after the interview, I sent out thank you letters, to each one in
the interview, but no one has replied...it's been about 4 hours.

about are neutral. Give it some time, say, one week, and things will pan out
.
Specifically, it is perfectly norm not to get any response on your Thank-you
notes.

Looks to me that phone interview is not the most critical step. it's just
another screening to sieve out people who cannot show the basic
communication skills or whom the search committee does not like intuitively.
The most important things are still the CV, letters.
