Major weakness is in the literature review and broader impact. I have to
admit that I did not prepare well for the proposal with limited time devoted
on it. I am looking forward to the submission this year.

decision was probably made on 12/28 when I first saw the status date changed.

But I got other NSF funding with only a "recommended" before and the rating
was even lower. I guess different program may operate differently.
